Before you signup is pretty much required these days. With so many web hosting companies starting up each day, it’s impossible to know what you are getting into. One thing that you should always do before sign up is test their customer service response times. Simply send an email or create a ticket to the sales and support departments. For sales, just ask a couple general pre-sales questions. See how long it takes them to get back to you and also how the quality of their reply is. If its just a sentence long with a bunch of yes and no answers to your questions they probably don’t need your business. After that, test support out. Send them a quick email stating that you are testing the support department reply times. Keep it short so you aren’t wasting their time.
After you have tested support response, it is time to check out reviews by current and prior customers. The best place for you to do this is, without a doubt, www.webhostingtalk.com. If the hosting company exists, this place will have everything you possibly need to know about the company. The great thing about this place is that if a customer creates a complaint about a company, the host has a chance to respond back. Sometimes customers can get mad and out of anger make a completely biased review towards to company. It is important you don’t take each review for face value. Sometimes the reviews can be unfair towards a certain party.
If you happen to read a couple bad reviews about a certain hosting business, don’t let these deter you. In the web hosting industry, no matter how great a company is, there is always a few bad reviews floating around. If you find more good reviews than bad, chances are the web hosting company is a good one.

I agree that researching before you sign up with your probable web host is the best bet. I have also found web hosting talk to be a pretty reliable forum as far as finding good reviews for companies. Beware though because people are easy to flame companies over there so don’t take all the reviews for face value.
